This Handbook explains how the Tussell platform is adapting to the 2023 Procurement Act, what this means for you, and how you can leverage these changes to your benefit.

What is the Procurement Act?


The 2023 Procurement Act is a new piece of legislation that defines how contracting authorities in England and Wales can conduct procurement.

It aims to make UK public procurement more transparent, accessible and deliver better value-for-money.

The Act is set to go live on February 24th, 2025.

It impacts all areas of procurement - from the notices that need to be published, to the procedures used, to how social value is considered.

Only new procurements launched after the Act's go-live date will be subject to the new regime; existing contracts will continue to abide by the 'old' procurement rules.

The Act will not impact all contracting authorities: exceptions apply to Scottish and Northern Irish authorities, and for certain Utilities and Defence procurements.

How will the Act impact the Tussell platform?


The biggest change in the Act that affects Tussell is the introduction of several new procurement notice types, which contracting authorities will need to publish at different stages of the procurement process.

Many of these new notices will be mandatory from day one of the new regime, while others will be introduced later in 2025.

Several of these notices contain valuable insights that can enhance your public sector sales strategy or support market research.

At Tussell, we’re committed to delivering reliable, best-in-class data to support your commercial decisions in the UK public sector.

That’s why the Tussell platform will automatically digest and process all new notice types as soon as they're published from February 24th.


How can I find these new notice types in Tussell?

When Tussell receives any of the new notice types, it will be processed in one of two ways depending on its type:

  • Pre-procurement notices and tenders will be published individually in the Opportunities tab. This ensures you receive alerts at each stage of a tender’s development.

  • Post-award notices will be consolidated into a single 'master contract award notice' in the Awarded Contracts tab. This keeps all updates in one place, ensuring you always have the most accurate and up-to-date information for any given contract.

This means that from February 24th, Tussell won't look very different - but in the background, we'll be processing hundreds of new notices into the correct area of the platform.

Here's a more thorough breakdown of where you can find each new notice type in Tussell:

✉️ Find pre-procurement and tender notices in the 'OPPORTUNITIES' tab.

Under the Opportunities tabs, each of these pre-procurement notice types will be published individually:

  • UK2 - Preliminary Market Engagement Notice

  • UK3 - Planned Procurement Notice

  • UK4 - Tender Notice

You'll also find 'UK13 - Dynamic Market Intention Notice', which signals to the market when a new Dynamic Market is opened.

🏆 Search for live and historic contracts in the 'AWARDED CONTRACTS' tab.

Under the Awarded Contracts tab, you'll see either one of the following notice types (whichever is published first):

  • UK5 - Transparency Notice

  • UK6 - Award Notice

Each of the following notice types will then be consolidated into that notice as and when they're published:

  • UK7 - Contract Details Notice

  • UK10 - Contract Change Notice

  • UK11 - Contract Termination Notice

  • UK12 - Procurement Termination Notice


In due course, each contract will also contain information provided by its UK9 Contract Performance Notice (if published).

✔️ Find live and historic frameworks in the 'FRAMEWORKS' tab.

Under the Frameworks tab, you'll find:

  • 'Traditional' framework notices - this includes new 'Open Frameworks'

  • UK14 - Dynamic Market Establishment Notices

If a UK14 is published, the following will be consolidated into if they're published:

  • UK15 - Dynamic Market Modification Notice

  • UK16 - Dynamic Market Cessation Notice

💷 Analyse procurement invoices in the 'SPEND DATA' tab.

Invoice data will not be changing in Tussell following the Procurement Act.

☎️ Access decision-maker contact details in the 'KEY DECISION-MAKERS' section.

​The key takeaway is that your experience with Tussell won’t change after February 24th.

You’ll still find pre-procurement notices and tenders in the Opportunities tab, contract awards in the Awarded Contracts tab, and frameworks - including new Open Frameworks and Dynamic Markets - in the Frameworks tab.

The only difference is behind the scenes, where we’ll be ensuring all new notice types are properly organized within the platform for easy access.

Meanwhile, spend data and Key Decision-Maker contact data will remain exactly the same.

When will I start finding the new notice types in Tussell?


Well, as soon as they start being published!

Most of the new notices can technically be published from February 24th 2025.

Others are not required to be published until later in 2025.

However, at this point, we can only guess when and how frequently procurement teams will actually start using them.

How can I make use of Tussell's Procurement Act upgrade?

By ensuring the Tussell platform can process and display all the new notice types from day one, we’re helping you take full advantage of the insights they provide.

Here's how to make the most of the Act using Tussell:

Pre-tender notices


Keep an eye out for Preliminary Market Engagement (PME) Notices and Planned Procurement Notices (PPNs) in the Opportunities tab.

These notices give an early indication that a contracting authority wants to procure new goods or services, and wants to consult the market beforehand.


You can find them by toggling for 'Future Opportunities' in the Opportunities tab.

Use your daily alerts to head into Tussell the Tussell platform to find opportunities for early engagement and to learn about upcoming tender opportunities.

Awarded Contracts


In Tussell, each contract will have a single record, so you should continue using the Awarded Contracts tab as usual.

Over time, each contract page will become more detailed, continuously updating with new information as it’s published.

For example, if a Contract Termination Notice is issued, the contract record in Tussell will reflect this - helping you track when extensions don’t happen.

To dig into the updates behind each notice, you can always click on the notices associated 'Sources' (on the left-hand side)

Frameworks and Dynamic Markets


Frameworks might be changing, but Tussell's market-leading framework intelligence is still best-in-class.

Open Frameworks and Dynamic Markets will be searchable in Tussell in the exact same way as other frameworks.


You'll be notified of new Open Frameworks & Dynamic Markets in the Opportunities tab. Once they're awarded, you'll find the award notice under the Frameworks tab.
